WH-347 basics
- What is form WH-347?
- WH-347 is the U.S. Department of Labor's certified payroll report for contractors and subcontractors on federally funded construction projects covered by the Davis-Bacon Act. It lists every worker's classification, hours, rate, and deductions for the week, plus a signed Statement of Compliance.
- Do I have to file it every week?
- Yes — one report per contract for every week you perform covered work, numbered sequentially. Weeks with no work still typically require a 'no work performed' payroll to keep the sequence unbroken.
- Who signs the Statement of Compliance?
- An owner or officer of the company (or an authorized payroll supervisor). The signature certifies under penalty of perjury that workers were paid at least the required prevailing wage and fringe for their classification.
- What happens if the rates are wrong?
- Underpayment against the wage determination means restitution (back pay), and can lead to withheld contract payments or debarment. This is why checking rates against the official wage determination matters more than filling the form itself.
